Extensions of the sewerage systems along city streets which are existing at the time of passage of the ordinance codified in this chapter shall be constructed from the funds paid into and accumulated in the sanitary sewer maintenance and operation fund which is established by this chapter. In those areas of the city where streets are not existing, when streets are established, if such streets are constructed by the city, the sewer shall be constructed and paid for from the sanitary sewer maintenance and operation fund. In the event that a housing project or other project is established in which the streets are constructed by a private developer, said developer shall install and construct a sanitary sewer system according to specifications of the city of Yoncalla. The connection fee contained in YMC 13.05.060 shall not be charged to a private developer when no connection is made to individual properties within the development.
