(1) The following schedule of connection fees pertains to sewer service to existing buildings and vacant lots which can be reasonably serviced from the existing sewer system.

(2) There are hereby established the following charges for connection to the sanitary sewage system of the city of Yoncalla according to classes as set out below.

Connection fees are payable in advance. In addition, the applicant for the connection shall also pay the costs of all labor and materials necessary to make the sewer connection.

(3) Connections for buildings located outside of the city of Yoncalla shall be made upon application by the owner of such buildings. The fee for said connection shall be at five times the rate as for buildings within the city as indicated in subsection (2) of this section.

(4) Connections may be made to vacant lots within the city limits at the same rate as for residential connections within the city limits. Connections may be made to vacant lots outside of the city limits at five times the rate as for a residential connection within the city limits. If a building is constructed upon the lot within a period of three years following the installation of the connection, no additional charge will be made. If the time for construction of a building upon the vacant lot exceeds three years following the time that the connection is made, an additional charge of $12.50 will be made for each year between the time that the connection is made and the time that water service is provided for the building.

(5) Each connection fee shall allow for the connection of only one property to the sanitary sewer. In the event the property of a single owner is used for more than one purpose according to the classifications listed in subsection (2) of this section, but requiring only one sewer connection as determined by the supervisor of public works, the owner shall pay the connection charge designated for the highest use according to the schedule, and shall pay monthly sewer charges for the total number of buildings which will be served by the sewer.

(6) Rates and charges for other classes of users than those listed in subsection (2) of this section shall be as later fixed by the council by ordinance or by contract duly entered into with the owners of such buildings. (Ord. 390 § 1, 2005; Ord. 266 § 2, 1981; Ord. 195 § 6, 1972).
