At any general or special meeting of the city council, the mayor, with the consent of a majority of the council, or a majority of the council, may declare the termination or suspension of a water crisis state of emergency. Any declaration of a termination or suspension of a water crisis state of emergency shall be in writing, subscribed by the mayor and city recorder, and shall state the effective date and time of such declaration.
