(1) The owner of any premises or building shall connect the waste pipes located thereon and used as a conductor of sanitary sewage with the general sanitary sewer system.

(2) The sanitary waste piping of all premises and buildings shall be connected to said sewer within 90 days of the time when the sewer is announced as being officially completed and ready to use, or, if the weather conditions do not permit this schedule of time to be possible, the time may be extended by the city council.

(3) The owner of all houses or buildings used for human occupancy, employment, recreation or other purposes situated within the city of Yoncalla is hereby required, at his expense, to install suitable toilet facilities therein and to connect such facilities directly with the general sanitary sewer system.
