If a property owner removes all structures from a parcel being served by the city sewer line, he may notify the city that he is discontinuing use of said sewer service and that the sewer “T” hookup may be terminated and vacated by the city. Upon receipt of written application of an owner for termination of service, the monthly billing for said parcel shall be discontinued. Any owner requesting termination of service and cessation of monthly billings shall be deemed to have agreed to payment of an additional connection fee as provided in this chapter at such time as sewer service to said parcel is resumed.
