The city of Yoncalla shall collect rates and charges provided in YMC 13.05.030 from each owner of property which disposes of sewage in the city system. Such sewer charge shall then be paid in full with the water bill on or before the thirtieth day of each month in which billing is made. In the event such sewer bill is not paid within such 30-day period, the city may at its option discontinue water service to the premises concerned after due notice to the user. A deposit fee shall be paid at the time the account is activated, consisting of two months’ current rate charges which will be applied to the account upon termination by either the customer or the city for lack of payment.
