There are hereby levied and imposed upon all owners of property whose premises have connection with the sewer system in the city of Yoncalla or served thereby, just and equitable surcharges for sewer service or subsequent service, maintenance, operation, extension and reconstruction of sanitary sewers and for the operation and maintenance of a sewage lagoon system and equipment and appurtenances useful, necessary or convenient for said sewer lagoon system, and to establish funds for such purpose.
