Pursuant to the general law of the state of Oregon and the powers granted in the charter of the city of Yoncalla, Oregon, the council of said city does herewith declare its intentions to acquire, own, construct, equip, operate and maintain within and without the corporate limits of the city of Yoncalla a sanitary sewerage system including sewers, sewage, sewage lift stations, a sewage treatment facility consisting of a sewage lagoon, and all other equipment and appurtenances necessary, useful and convenient.
