No person shall place any object, vehicle or thing on any public road, highway, street, alley or way so as to obstruct the free passage of vehicles or pedestrian traffic. This section does not apply to public utilities, their agents or employees or to agents or employees of the city of Yoncalla engaged in the performance of their duties. (Ord. 276 § 1, 1982).
