All applicants must be of good moral character and must not have been convicted of a felony or of a violation of federal or state law involving fraud, gambling or related offenses. Nor shall the holder of a license issued hereunder employ in his licensed establishment a person who has been convicted of a felony, or who has been convicted of violating any federal or state law involving fraud, gambling or related offenses.
