Whenever the board is considering an exemption to the requirements for competitive bidding or brand name specification, it shall provide notice to the public and an opportunity for a public hearing upon whether the exemption should be allowed. (Ord. 283 § 6, 1984; Ord. 226 § 6, 1977).
