At its first meeting in January of each year, the council shall select one of its members as council president to serve for the ensuing year and until his successor is elected and qualified. The council president shall preside at meetings in the absence of the mayor, and when presiding, shall vote only in case of a tie vote. The council president shall sign ordinances in place of the mayor when such ordinance is adopted while the council president is presiding.

In the event of the absence of the mayor from the city, he may, by written direction, authorize the council president to exercise the emergency powers of the mayor during such absence. (Ord. 251 § 2, 1979).
