Any person violating YMC 13.20.020, with damage to city utilities as a result thereof, shall, in addition to any other penalties, be liable to the city for the cost of correcting such damage. Said sum may be recovered by action at law in the court having jurisdiction. Such action shall be instituted within two years from the date the damage is discovered by or reported to the city.
