No person, firm, association or corporation shall, without authority from the public works superintendent, open any manhole or sewer lift station, enter into or interfere or tamper with a sewer, manhole, sewer lift station, sewer lagoon, water plant, water meter, water line, reservoir, storage facility or any other facility or part or portion thereof owned by the city of Yoncalla for the purpose of supplying water or sewer services to the residents of the city.
