Any person wishing to utilize the streets known as “truck access corridors” set forth in YMC 10.25.020, for a truck which weighs 40,000 pounds or more, shall first, before proceeding on any said street, obtain special written authorization from the city administration in the form of a special permit if they will be using said street or streets for three trips per day, seven trips per week and/or 40 trips per year. The city administration, in issuing a permit, should consider the following areas of concern, in addition to any others the administration feels are appropriate under the circumstances:

(1) Hours of operation;

(2) Speed;

(3) Load sizes for nontruck corridor streets only;

(4) Frequency of travel;

(5) Special street use fees for maintenance purposes, which shall be $20.00 each trip;

(6) Bonds for nontruck corridor street repair;

(7) Alternative routes;

(8) Safety;

(9) Neighborhood concerns;

(10) Existing street conditions;

(11) Placing on the permit a statement that it is nontransferable, and that it will expire at midnight at a date the city administration endorses thereon. (Ord. 336 § 5, 1994).
