It shall be unlawful for an animal owner to allow the animal, except for seeing eye dogs, to deposit solid waste matter on any improved property other than that of the animal owner. It shall be a defense to this section if the dog owner immediately removes the solid waste. (Ord. 386 § 9, 2004).
