An owner of property located within the city limits may construct, maintain or operate an electric fence if the following criteria area met:

(1) The electric fence will be hooked up to a charger that is approved by Underwriters Laboratories with voltage not to exceed 5,000 volts. Chargers will be approved for people as well as livestock.

(2) The fence will meet a setback of five feet from the property line of an adjacent public thoroughfare and a two-feet setback from the property line on any side that shares a common boundary line with another property. (Ord. 417 § 1, 2013).
