Chapter III
Section 6 Where powers vested.
Except as this charter provides otherwise, all powers of the city shall be vested in the common council.
Section 7 Council.
The common council shall be composed of a mayor and four councilpersons elected from the city at large.
Section 8 Councilpersons.
The members of the common council holding office upon the adoption of this charter shall continue in office for the term for which elected unless a vacancy shall occur as set forth in Section 31 hereof. Members of the common council shall be elected from the city at large for a term of four years.
Section 9 Mayor.
At each biennial general election a mayor shall be elected for a term of two years. The mayor shall not receive compensation without approval by the election of the city.
Section 10-A Other officers.
Additional officers of the city shall be a municipal judge/recorder and such other officers as the council deems necessary. The council may combine any two or more appointive offices. Each of these officers shall be appointed by the council with the full membership present, and may be removed by the council with the full membership present.
Section 10-B Salaries.
The compensation for the services of each city officer and employee shall be the amount fixed by the council.
Section 11 Qualifications of officers.
No person shall be eligible for an elective office of the city unless at the time of the election he/she is qualified within the meaning of the state Constitution and has resided in the city during the twelve months immediately preceding the election. The council shall be final judge, however, to review by a court of competent jurisdiction. The other officers of the city, other than the elective officers, shall have such qualifications as to place of residence and other qualifications to hold such office as the council shall by ordinance from time to time provide.
